| Laŭ la deziro de Dro Zamenhof, mi havas la honoron komuniki al vi resumon de la raporto, kiun mi sendis al li dum la unuaj tagoj de Decembro pri la respondoj de la L.K. al la cirkulero 7a. | As per Dr. Zamenhof's wish, I have the honor to communicate to you a summary of the report that I sent him during the first days of December about the Language Committee's reply to the 7th circular. |
| 1o Pri la nuna punkto: Starigo de Esplora komitato, kelkaj kolegoj kredis erare, ke la temo estas ne pri simple konsulta komitato, difinita por konsiliĝi kun mi kaj prepari, se bezone, raporton submetotan al la D-ro pri bazoj de interkonsento kun la Konstanta Komisio de la Delegacia Komitato, sed decida komitato, difinita por tranĉi definitive la demandon sen revoko al la L.K. en ĝia tuteco. Kelkaj ankaŭ erare kredis, ke mi proponis anstataŭigi S-on de Beaufront ne avertinte lin kaj sen lia konsento. Tamen sufiĉe granda plimulto -- pli ol 2/3 el la 61 respondintaj -- akceptis miajn proponojn. | 1) About the present point: Establishment of a Study committee, several colleagued wrongly believed that the subject was not a simply consultative committee, defined to consult with me and prepare, if needed, a report to be submitted to the Dr. on bases of agreement with the Permanent Commission of the Delegation Committee, but a decision-making committee, defined to definitively cut through the question without calling the Language Committee back in its entirety. Several also believed wrongly that I proposed replacing M. de Beaufront without warning him and without his consent. But a large enough majority -- more than 2/3 of the 61 who replied -- accepted my proposals. |
| 2o Rilate al mia rezervo pri leĝdona aŭtoritato, kiun ŝajnis (sendube nur ŝajnis) alskribi al si la D.K. sur la Esperantistaro, granda plimulto ankaŭ konsentis kun mi por opinii, ke se estus utile fari ŝanĝojn en Esp., la sole rajtigita aŭtoritato, por ilin fari povus esti nur la L.K. konsente kun Dro Zamenhof. Eĉ kelkaj petis, ke la projekto pri ŝanĝoj, se ŝanĝoj estos bezonataj, mature ellaborita, estu submetota al la sankcio de la venonta Kongreso. -- Nur, el 61, 8 esprimis efektivan malaprobon pri mia rezervo. | 2) With respect to my reservations about lawgiving authority over the Esperanto-speaking community that the Delegation Committee seemed (doubtless merely seemed) to ascribe to itself, a great majority also agreed with me in thinking that if it were useful to make changes in Esp., the only authorized authority to make them would be the Language Committee in agreement with Dr. Zamenhof. Some even requested that the project of changes, if changes are needed, maturely worked out, should be submitted to the sanction of the next Congress. -- Of 61, only 8 expressed real disapproval of my reservations. |

| Unu el niaj kolegoj opiniis, ke la L.K. ne estas sufiĉe rajtigita por solvi la demandon. Li pensas, ke ĝi havas rajton nur tre pridubeblan sin miksi en ĝin. Ĝia sola titolo estas, ke ĝi estas por Dro Zamenhof konsilanaro, sekretario, kiun li povas konsulti kaj delegi. Sed ĝi trouzus sian povon, se ĝi pretendus tranĉi decidon en kiu la Dro havas sola rajton respondi. -- Laŭ tiu opinio la Prezidanto de la L.K. devus tuj skribi al Sro Ostwald, ke la L.K. ne povas eĉ diskuti la proponojn de la D.K. kaj ke li bonvolu sin turni senpere al Dro Zamenhof. -- Sed ĉar la Dro mem, kun la konsento de ĉiuj esperantistoj ĉeestantaj en niaj tri kongresoj, kaj kun la silenta aprobo aŭ almenaŭ sen ia ajn protesto de la neĉeestantaj, komisiis la L.K., provizore en Bulonjo, definitive en Ĝenevo, por ekzameni ĉiujn lingvajn demandojn rilatantajn Esperanton, oni povas opinii, kun ĉiuj niaj kolegoj ke nia komitato estas sufiĉe rajtigita, se ne por trakti per si mem kun la D.K., almenaŭ por prezenti al la Dro aŭtoritatan opinion pri la dirita demando: ĉu, kiamezure kaj kiamaniere trakti kun la D.K., kaj por partopreni en la traktado, se li juĝos ĝin ebla aŭ utila por nia afero. | One of our colleagues was of the opinion that the Language Committee is not authorized enough to solve the question. He things that it has only a very dubious right to mix into it. Its only title is that it is for Dr. Zamenhof a council, a secretary, which he can consult and to which he can delegate. But it would be abusing its power if it claimed to cut a decision in which the Dr. alone has the right to answer. -- According to this opinion the President of the Language Committee should write at once to M. Ostwald that the Language Committee cannot even discuss the Delegation Committee's proposals, and that he should be so kind as to turn directly to Dr. Zamenhof. -- But because the Dr. himself, with the agreement of all the Esperantists who attended your three congresses, and with the silent approval of or at least without any protest from those who were not present, commissioned the Language Committee, tentatively in Boulogne, definitively in Geneva, to examine all linguistic questions relating to Esperanto, it can be opined, with all our colleagues, that our committee is authorized enough, if not to treat by itself with the Delegation Committee, at least to present the Dr. with an authoritative opinion about the stated question: whether, how much and in what way to discuss with the Delegation Committee, and to participate in the discussion if he judges that possible or useful for our affair. |
| Nun pri la demando mem, el la 61 respondintoj, 8 ne sentis sin sufiĉe informitaj kaj ne esprimis klare sian opinion. -- 8 tre klare kaj tre energie respondis ke oni devas danki la D.K. pro la neesperebla okazo, kiun ĝi naskis forigi el la lingvo ĉiujn ĝiajn malbonaĵojn, kaj ke la kompetenteco kaj aŭtoritateco de la D.K. certigas la plenan sukceson de reformo, kiun la Esperantistoj kvazaŭ enkatenitaj de la Bulonja Deklaracio, tiu bedaŭrindega baro kontraŭ ĉiu natura evolucio de la lingvo, ne povus mem efektivigi. -- Aliparte 11 esprimis la deziron, ke oni faru kelkajn ŝanĝojn en Esp. kaj interkonsentu pri tio kun la D.K.; sed ili petis samtempe: 1o ke tiuj ŝanĝoj estu serioze kaj mature pripensitaj de la L.K.; 2o ke ili estu kiel eble plej malmultaj, nur pri certaj kaj netolereblaj maloportunaĵoj de la lingvo, se ekzistas tiaj; 3o ke ili konsistu prefere el aldonoj ol el forigoj kaj pozitivaj ŝanĝoj. -- Fine ĉiuj 34 ceteraj opiniis, ke oni ne devas trakti kun la D.K.: kelkaj, ĉar ili tute malaprobas ĉiun proponon de reformoj, ĉu kiel kontraŭa al la Bulonja Deklaracio, kiu ligas nerompeble, laŭ ilia opinio, ĉiujn Esperantistojn, eĉ la L.K., eĉ la kreinton de Esperanto; ĉu, laŭ malgranda nombro, kiel pereigan por la propagando kaj eĉ por la ekzistado de nia afero, kiu povas disvolviĝadi kaj staradi senriske nur sur firma kaj neŝanĝebla interkonsento de ĉiuj ĝiaj partoprenantoj; kelkaj, ne ĉar ili malaprobas principe ĉian ideon de ŝanĝoj en Esp., sed ĉar ili opinias, "ke la Delegacia Komitato ne havas sufiĉan aŭtoritaton, por ke ĝiaj decidoj estu ĝenerale akceptitaj, kaj ke ĝiaj raportantoj ne konas la tuton de la demando pri la Universala Lingvo kaj ne povas fari definitivajn reformojn, sed eble post kelke da jaroj la praktiko montros gravajn mankojn kaj erarojn en ilia projekto, kaj oni devos fari novajn reformojn, reformi antaŭajn, k.t.p." | Now about the question itself, of the 61 who replied, 8 did not feel well enough informed and did not clearly express their opinions. -- 8 very clearly and very energetically replied that the Delegation Committee should be thanked for the unexpected chance that it had produced to remove from the language all its bad points, and that the competence and authority of the Delegation Committee ensured the complete success of a reform that the Esperantists, as though manacled by the Declaration of Boulogne, that regrettable barrier against every natural evolution of the language, could not themselves realize. -- On the other hand, 11 expressed the wish that a few changes be made in Esp. and that agreement on this be reached with the Delegation Committee; but they asked at the same time: 1) that these changes be seriously and maturely considered by the Language Committee; 2) that there be as few as possible, only for certain and intolerably inconveniences in the language, if such exist; 3) that they consist preferably of additions than of removes and positive changes. -- Finally all 34 others were of the opinion that we ought not treat with the Delegation Committee: a few, because they completely disapproved of every reform proposal, whether as contrary to the Boulogne Declaration, which unbreakably links, in their opinion, all Esperantists, even the Language Committee, even the creator of Esperanto; whether, according to a small number, as fatal for the propaganda and even for the existence of our affair, which can develop and stand risk-free only on a firm and unchageable agreement of all its participants; a few, not because the disapprove in principle every idea of changes in Esp., but because they believe "that the Delegation Committee does not have enough authority for its decisions to be generally accepted, and that its reporters do not know the entirety of the question about the Universal Language and cannot make definitive reforms, but perhaps in a few years practice will show important failings and errors in their poject, and new reforms will have to be made, previous ones reformed, etc." |

| 3o Ĉar la Bulonja Deklaracio ŝajnas ne havi sencon sufiĉe klaran por kelkaj Esperantistoj tiel same inter ĝiaj partianoj kiel inter ĝiaj kontraŭuloj, estus necese, laŭ mia opinio, ke Dro Zamenhof klarigu antaŭ la L.K. kaj la Esperantistoj, kiel ni devas kompreni ĝin t.e. ĉu ĝi valoras nur kontraŭ ĉiu privata individuo aŭ aparta societo proponanta plimalpli arbitrajn ŝanĝojn aŭ eĉ kontraŭ la tuta Esperantistaro kaj ĝiaj rajtaj reprezentantoj. | 3) Because the Declaration of Boulogne seems not to have a clear enough meaning for several Esperantists, among its partisans as among its opponents, it may be necessary, in my opinion, for Dr. Zamenhof to explain to the Language Committee and the Esperantists how we are to understand it, i.e. whether it is of value only for every private individual or separate society proposing more or less arbitrary changes or even for the entire Esperanto-speaking community and its authorized representatives. |
