...I first intended to refuse for the two following reasons: 1. because I
am a government official, and don't have the necessary freedom to travel to
Paris at will... so I feared that I would not be able to take real part in
the discussions and decisions of the Committee, which nevertheless I would
seem to approve and sanction with my name. 2. Second, I asked myself why M.
Couturat so strongly wanted for me, President of the Esperantist Language
Committee, to enter into his Delegation Committee in spite of the
non-partisanship that he had promised to all competing languages; and I
felt that he would try afterwards, if that might be useful for his
undertaking, to show me to the public not as one of the members of the
Committee elected by the Delegation Societies, having the same rights as
all others, answering only for his own personal opinion, but as President
of the Language Committee, responsible for the opinions of his colleagues
and a representative of all Esperanto speakers...
