In the year 1900, Messieurs Leau and Couturat founded a Delegation for the Adoption of an International Auxiliary Language. According to this foundation's bylaws, "the choice of the auxiliary language was to be made by the International Association of Academies, or, if this association was unwilling, by a special Committee chosen by the Delegation."

At the end of the year 1906, the Delegation sent the Imperial Academy of Sciences in Wien a letter requesting that it inscribe the question of an international language in the agenda of the International Association of Academies, which was to have its triennial meeting in Vienna in 1907. But this Association decided that it was not competent to study and solve this question. Consequently, the Delegation had a special committee chosen to fulfill the purpose of the undertaking.

1) Because I was a government official, and did not have the necessary freedom to come at will to Paris, and leave my post for an indefinite period, I was afraid that I would not be able to take effective part in the discussions and decisions of the Committe, although I would seem to approve of them and sanction them with my name.

Couturat so strongly wanted me, the President of the Esperantist Language Committee, to enter his Delegation Committee, despite the lack of partisanship that he had promised to all competing languages, and I foresaw that he would later try, if that were useful for his undertaking, to show me to the public not as one of the members of the Committee chosen by the Delegation Societs, having the same rights as all the rest, responsible only for his own personal opinion, but as President of the Language Committee, responsible for the opinions of his colleagues and representative of the entire Esperanto-speaking community.

So before accepting M. Couturat's risky proposal, I asked for advice from our Master and from some authoritative friends, explaining to them the reason for my indecisiveness. They were of the opinion that my presence on the Delegation Committee could, despite everything, be useful for our affair, and I yielded. The Committee met from October 15 to October 24, 1907. You know that it studied many international language projects, and that Esperanto was presented to it by M. de Beaufront. You also know that among others (1) on the table of the meeting room there was a new project signed "Ido" and that the Committee finally adopted, unanimously, the decision that I communicated to the members of the Language Committee in the 7th circular.

First, I had the ability to stay in Paris for only 8 days on private business, so that I was really only able to be present at a very few meetings, and had to take M. Moch as a representative, not even having enough time to hold useful consulations with him.

Second, M. Couturat's tactics soon proved to be as I had foreseen them; and so they remained even after the Committee broke up. Only if we were blind, M. Moch and I, could we have failed to see that thanks to M. Couturat's actions the Committee was divided into two parts, the non-Esperantists, who as they found convenient consulted separately in previous closed meetings (2), and the Esperantists, who were received as though it were a favor in general consultationly, only after the others had already made a decision.

On the day when I was no longer able to remain uncertain of this (3), I publicly protested and even left the meeting room. For fear that I had definitively left the Committee, one of the secretaries (4) was sent to me to aske me to return, and I very much regret that I did not refuse further participation in such a comedy. Continuing the same tactics, M. Couturate pretended to believe that M. Moch was representing me not as a member of the Delegation Committee but as president of the Language Committee, and that he was empowered to agree, in my name and in that of the Language Committee, to an unchangeably fixed time limit of one month to accept or turn down the Ido project. When I was informed of this intolerable demand, I immediately wrote to the President of the Delegation Committee to bring to his attention that M. Moch and I belonged to the Delegation Committee only as individuals elected by the delegates and not at all as president or members of the Language Committee, and that in consequence I had to be officially asked, as President of the Language Committee, whether I agreed to the proposed (not fixed) time limite. But nothing helped. Similarly, in numbers of Progreso (5), in letters sent to various newspapers, M. Couturat never forgets to point out that the Delegation Committee's decision were officially accepted by the president of the Language Committee through his representative.

M. Couturat knows very well that when he sent me the planned minutes of the Committee's meetings, I immediately replied to him with the following note, under the title "Personal Remarks."

Tial mi petis mian reprezentanton Sro Moch, ke li sendu al mi, post ĉiuj kunsidoj, -- kiujn mi pensis daŭrontaj ĝis la fino de la semajno -- mallongan resumon de la diskutoj por interkonsenti kun li pri la proponoj poste farotaj. "I must point out that when I stopped attending the meetings of the Committee, on the morning of October 24, there was no way in which I could foresee that the evening meeting would be the last one. That is why I asked my representative M. Moch to send mi, after every meeting, -- I thought they were going to continue to the end of the week -- a short summary of the discussions so that I could reach agreement with him about the proposals that would be presented later. If I had been present, I would have asked, first, that that Committee fulfill the study announced in one of its decisions on the question of the width of its competence; second, that the project Ido -- a project improvised by a person unknown, over the duration of the meetings themselves -- not be named in the final decision; third, that the words "to be realized" be replaced, in the text of that decision, by the words "to be defined" "to be fixed" or others with the same meaning. -- In addition, if I had been present at the meetings in which these points were discussed, I would have defended the accusative, the adjective agreement with the noun, and the stated table of "unchangeable words."

Tiun lastan sciigon li tamen ne aldonis efektive al la protokolo, kvankam li laŭtekste presigis la tutan rimarkaron de mia reprezentanto Sro Moch. -- Plie li protestis kontraŭ la diro, ke la projekto Ido estis improvizita de nekonata persono, en la daŭro mem de la kunsidoj de la komitato, certigante, ke la projekto, kies aŭtoron li kaj aliaj membroj de la komitato tre bone konas, sed ne povas nomi, estis jam ellaborita antaŭ ol la Komitato malfermis siajn kunsidojn (6). -- Siaparte Prezidanto Ostwald respondis, ke la Komitaton ne povas koncerni la malsameco de miaj opinioj, kompare al tiuj de mia reprezentanto, ke tio ĉi estas privata afero inter ni ambaŭ kaj ke sekve la protokolo ne povas fari lokon al miaj rimarkoj. -- Tiamaniere fariĝis eble proklamadi, ke "la decidoj de la komitato estis faritaj unuvoĉe" do kun la voĉo de Sro Boirac.

M. Couturat replied to this note that he could not place into the minutes observations about facts that did not occur; but that he would only be able to inform that M. Boirac was not personally present at the meetings in which the points aluded to in the note mentioned above were discussed and voted on. However, he did not really add this last information to the minutes, although he printed verbatim the complete remarks of my representative M. Moch. -- Furthermore he protested the statement that the Ido project was improvised by an unknown person over the period of the meetings of the committee, assuring me that the project, whose author he and other members of the committee knew very well but could not name, had already been worked out before the Committee opened its meetings (6). -- For his part President Ostwald replied that the Committee could not be concerned with the difference of my opinions from those of my representative, that this was a private matter between us, and that consequently the minutes could make no place for my observations. -- So it became possible to proclaim that "the committee's decisions were made unanimously", so with the vote of M. Boirac.

We now know in fact what neither M. Moch nor I were able to suspect, that the Ido project had been prepared and defined for a long time to be chosen by the Committee, and that the author of this project, one of the chief conspirators, was the very man chosen by Doctor Zamenhof to represent him and defend his creation, a man up to no viewed by all Esperantists as one of the strictest conservatives, who had never used his influence on the Master and his authority on the Esperantists, for more than 20 years, to pronounce the smallest word about possible reforms. -- I remember that when I saw on the Committee's table, after Spokil, Bolak, Dilpok, Apolema, etc. the Ido brochure, I naively asked M. Couturat what this new language was and whether its author would also come before the Committee to speak of his system in detail, he did not reply directly, but with an embarassed smile said: "The forthcoming appearance under the same title of an "Exercises" and a "Dictionary" is being announced. -- Afterwards I tried in vain, as president of the Language Committee, and in the name of my colleagues, to receive explanations about the person of Ido, reminding him that the Delegation's bylaws forbade the author of language projects from being a member of the Committee (7).

President Ostwald replied to me that he had received assurances from the secretaries that they knew the individual Ido, and that he was not one of them, nor one of the other committee members, and that he furthermore had the complete right to present his work under a false name, just as Doctor Zamenhof did for Esperanto. Very probably the original intent of the conspirators was to ensure that the Delegation Committe adopt Ido directly -- without speaking of Esperanto, or discarding it with the other competing language; but it was feared that in this way the public would be surprised by the presentation of a completely new and totally unknown project; furthermore, they would not be able to acquire for themselves the moral strength and material resources that Esperanto already possessed. So it was decided to adopt Esperanto in principle or, more correctly, apparently, while conserving the intention of really forcing Ido just as it had emerged from the head of its creator. So there was the seeming desire to reach agreement with the Language Committee, but in reality everything possible was done so that the agreement could not occur, unless as an immediate and complete surrender of the Language Committee to the demands of the Idists.

I have, as proof of the existence of such a plan, the statements of M. Couturat himself. Immediately after the Committee's last meetings (Oct. 28) Doctor Zamenhof received a letter from him in which the plan was shown quite nakedly and shamelessly.

"Nothing has yet been decided about the name of the adopted language. If the Esperantists will accept it, it will be named "Esperanto without supersigns" or simply "Esperanto"; and the Committee will be hapy to recognize in this way that you are its first and main author and do justice to your beautiful work, which it admires. In the opposite case, it will be forced to give the language another name, "Auxiliaro" for example, and leave to non-partisan history the job of defining your part in its creation. But everything leads us to hope that agreement will be reached between the two organizations, on the basis defined jointly by the conclusions of our report and by the Ido project (which is neither by M. This letter very clearly shows that when the Delegation Committee decided to try to reach agreement with the Language Committee, this simply meant that it was going to try to force the Ido project on the Language Committee, threatening, if the Language Committee did not accept it, to create a schism and make of that project a new competing language, in order to ruin Zamenhof's work. Furthermore, in that moment, we have to think that the textbooks, exercises and dictionaries of this new language were already completely read, because they came out of the printers only a few months later, and that interval would not have been enough to write them from scratch and have them printed.
