En la lastaj tagoj de oktobro, mi ricevis de Profesoro Ostwald, prezidanto de la Delegacia Komitato leteron, sen dato, per kiu, oni komunikis al mi la decidon de la Delegacia Komitato "alpreni principe Esperanton... sub la kondiĉo de kelkaj ŝanĝoj efektivigotaj de la Konstanta Komisio, laŭ la senco difinita per la konkludoj de la raporto de la Sekretarioj de la Komitato kaj per la projekto Ido, provante interkonsenti kun la Esperantista Lingva Komitato". P-ro Ostwald aldonis, ke li esprimas la deziron, ke la esplorado pri proponitaj ŝanĝoj estu kiel eble plej rapida.

In the last days of October I received from Professor Ostwald, prezident of the Delegation Committee, an undated letter by which the decision of the Delegation Committee "to adopt in principle Esperanto... on the condition of several changes to be realized by the Permanent Commission, according to the sense defined by the conclusions of the report of the Secretaries of the Committee and by the Ido project, trying to reach agreement with the Esperantist Language Committee." Prof. Ostwald added that he was expressing the desire that the study of proposed changes be as fast as possible.

Al tiu letero, mi respondis, oficiale notante la preferon principe donitan al Esperanto de la Delegacia Komitato, antaŭprotestante pri la rajto, kiun ŝajnas aljuĝi al si la Komitato efektivigi per propra aŭtoritato en Esperanto la ŝanĝojn, kiujn ĝi opinias necesaj; rimarkigante ke la esplorado ne povas esti tiel rapida, kiel oni povas deziri, pro material malhelpaĵoj, kaj ĉar tiu grava demando postulos maturan studadon.

I replied to this letter, officially noting the preference given in principle to Esperanto by the Delegation Committee, protesting in advance about the right that the Committee seemed to be adjudging to itself to bring about in Esperanto under its own authority the changes that it thought necessary; pointing out that the study could not be as fast as one might wish, because of material hindrances, and because this important question would demand mature study.

Tuj post la sendo de tiu letero al P-ro Ostwald, mi ricevis de unu el la sekretarioj de la Delegacia Komitato, S-ro Couturat, leteron sub la dato de la 2a de novembro, en kiu li diris al mi, ke li sendas ĵus 25 ekzemplerojn de la projekto Ido, ke la ŝanĝoj, kiujn la Konstanta Komisio povas fari en ĝi estas tiel malmulte gravaj, ke ĝi preferas atendi la proponojn de la Lingva Komitato, kaj ke la Konstanta Komisio interkonsentis kun la reprezentanto de la prezidanto de la Lingva Komitato, S-ro Moch, (1) ke templimo de unu monato estos sufiĉa por la esplorado de tiu projekto, kaj ke sekve oni esperas ricevi definitivan respondon antaŭ la 5a de decembro.

Immediately after sending that letter to Prof. Ostwald, I received from one of the secretaries of the Delegation Committee, M. Couturat, a letter dated November 2, in which he told me that he was just sending 25 copies of the Ido project, that the changes that the Permanent Commission might make in it were of such little importance that it preferred to await the Language Committee's proposals, and that the Permanent Commission had reached agreement with the representative of the president of the Language Committee, M. Moch, (1) that a time limit of one month would suffice for studying this project, and that consequently it was hoped to have a definitive reply before December 5.

Mi respondis al S-ro Ostwald, por protesti kontraŭ tiu miriga letero, kaj dirante al li, ke parolante pri templimo de unu monato, S-ro Moch esprimis nur sian privatan opinion, kiu tute ne povus ligi la Lingvan Komitaton kaj ke, cetere, tion dirante, li supozis (laŭ promesoj al li faritaj kaj ne efektivigitaj), ke la provo de interkonsento fariĝos poer vojo tute malsama ol la vojo sekvita.

I replied to M. Ostwald to protest this astonishing letter, and saying to him that in speaking of a one-month time limit M. Moch was only expressing his private opinion which could not be taken to tie down the Language Committee and that, furthermore, when saying this he supposed (according to promises that were made to him but not realized) that the attempt to reach agreement would be made in a way quite different from the way taken.

Mi ankaŭ kolektis la respondojn de la Lingvokomitatanoj al la cirkulero 7a, en kiu mi petis de ili ne definitivan voĉdonon (kiel oni erare diris), sed nur ĝeneralan konsulton pri la afero, en la sola celo gvidi min. Tio estas des pli vera, ke raportante pri la rezultato de tiu konsulto (cirkulero 11a), konstatinte ke la plimulto de la komitatanoj opiniis, ke oni ne devas trakti kun la Delegacio, mi tamen proponis al D-ro Zamenhof daŭrigi la korespondadon kun P-ro Ostwald. Tio montras, ke la prezidanto de la Lingva Komitato faris ĉion eblan por trafi interkonsenton.

I also collected the replies of the Language Committee members to circular 7, in which I asked them for, not a definitive vote (as has been erroneously reported), but only a general consultation about the matter, with the sole purpose of guiding me. This is the more true since, in reporting about the result of that consultation (circular 11) and after determining that the majority of the committee members believed that we ought not to treat with the Delegation, I nevertheless proposed that Dr. Zamenhof continue his correspondence with Prof. Ostwald. This shows that the president of the Language Committee did everything in his power to reach agreement.

Sed bedaŭrinde, dum la verkado de tiu cirkulero, kvankam la Prezidanto de la Lingva Komitato tre firme deklaris, ke li ne povos konsenti pri templimo de unu monato kaj samtempe sciigis, ke la proponoj de la Delegacia Komitato estas efektive esplorataj laŭ lia komisio de diversaj komitatanoj kaj memvolaj raportantoj, malgraŭ tio ĉi, tuj post unu monato, Prezidanto Ostwald skribis al mi -- ne por demandi min, ĉu mi povos baldaŭ doni al li respondon, sed por konstati, ke la fiksita templimo preterpasiĝis, kaj ke sekve la Konstanta Komisio konsideras sin kiel libera agi sendepende de la Lingva Komitato kaj sin turni rekte al la publiko kun sia ellaboraĵo -- tio estas publikigi de nun la novan lingvon kaj komenci la fratan aŭ pli ĝuste filan militon de Ido kontraŭ Esperanto. Mi vane petis lin, ke li ne agu tiel tranĉe kaj abrupte. Li respondis al mi, ke la Konstanta Komisio ne malhelpas la Lingvan Komitaton sendi al ĝi estonte ĉiujn rimarkojn kaj proponojn laŭ sia plaĉo, sed ke la Konstanta Komisio sin turnas de nun al la publiko kaj zorgos mem tute sola, sendepende de la esperantistaj institucioj pri la prezentado kaj disvastigado de sia faraĵo.

But unfortunately, during the writing of this circular, although the President of the Language Committee had very firmly declared that he could not agree to a time limit of one month and had simultaneously informed that the Delegation Committee's proposals were really under study, on his commission, by various committee members and volunteer reporters, despite this, immediately after one month, President Ostwald wrote to me -- not to ask me whether I would soon be able to give him an aswer, but to determine that the fixed time limit had gone by and that in consequence the Permanent Commission considered itself free to act independently of the Language Committee and to turn directly to the public with its invention -- that is, to publish as of now the new language and begin the fraternal, or more correctly filial, war of Ido against Esperanto. I asked him in vain not to act in such a cutting and abrupt way. He replied to me that the Permanent Commission was not stopping the Language Committee from sending to it in future any observations and proposals, at its pleasure, but that the Permanent Commission was as of now turning to the public and would itself, quite by itself, independently of the Esperantist institutions, take care of the presentation and spreading of its creation.

So what could I reply if not that we, too, the Language Committee, were taking back our freedom and refusing to link Esperanto's future fate with the Delegation Committee's decisions? I did this in a letter reprinted in Circular 13.

Cetere mi neniel intencas plendi kontraŭ Prezidanto Ostwald kiu -- pri tio mi estas tute certa -- agis kun plena bonfideco kaj kies ĝentilecon mi laŭte proklamas; sed aliaj personoj, trouzante lian neeviteblan nescion pri la fundo de la aferoj -- kiel cetere ili faris al la tuta Delegacio -- kondukis kaŝe la entreprenon al la antaŭfiksita de ili celo. Eble tion fine konsciis Prezidanto Ostwald, kaj tiu konscio ne estas sen rilato kun lia eksiĝo el la prezideco de la Delegacia Komitato.

As an aside, I in no way intend to complain against President Ostwald who -- I am quite certain of this -- acted with complete good faith, and whose politeness I loudly proclaim; but other person, abusing his inevitable ignorance about the bottom of matters -- as, furthermore, they did to the whole Delegation -- secretly led the undertaking to the goal that they had fixed ahead of time. It may be that President Ostwald finally realized this, and that realization is not without relation to his resignation of the presidency of the Delegation Committee.

On the other hand, because the Language Committee had no official organ to publish its decisions and acts, and because the existing magazines, whether favoring the disguised conspirators or somewhat indifferent about the Delegation affair, believe rightly or wrongly that it was insignificant and that it would useless to lend imporance to it with a [...] report, either maintained silence or spoke very little about the Circulars of the Language Committe's President, it finally developed that the Esperantists remained totally ignorand of what took place between the Delegation and the Language Committee; and little by little, thanks to the unending cries of the Idists, the legend has been established everywhere that the Language Committee was the first to break the discussions with the Delegation -- when the truth is quite the oppose, as I have proved here above that the Delegation Committee was the first to break off.

Por konkludi tiun longan raporton, mi diros ke, laŭ mia opinio, la Delegacio estus pli bele aginta kaj eble sukcesinta, se, anstataŭ favori, pro troa cedemo al la sekretarioj, komploton sekrete organizitan por faligi doktoron Zamenhof kaj la Lingvan Komitaton en ian kaptilon, ĝi estus nur petinta ĝentile, ke la Lingva Komitato atente konsideru la proponitajn de ĝi plibonigojn. Tiam ne estas dubeble, ke la Lingva Komitato estus esplorinta la proponojn de la Delegacia Komitato kun la tuta ŝatemeco ŝuldata al tiaj eminentuloj kiel sinjoroj Förster, Ostwald, Baudouin de Courtenay, Jespersen k.t.p.; sed tute kontraŭe oni volis trudi perforte sian sistemon, akceligi la aferojn, forpreni konsenton surprize. Pro tio ankaŭ, sendube la pli multaj el tiuj eminentuloj sin fortiris, iom hontante aŭ kolerante pro la rolo, kion oni provis igi ilin ludi. To conclude this long report, I shall say that, in my opinion, the Delegation would have acted better, and might have succeeded, if, instead of favoring, on account of excessive yielding to the secretaries, a secretly organized plot to cause Doctor Zamenhof and the Language Committee to fall into a trap, it had only asked politely for the Language Committee to carefully consider the improvements that it proposed. Then it cannot be doubted that the Language Committee would have studied the Delegation Committee's proposals with the entire appreciation owed to such eminences as Messieurs Förster, Ostwald, Baudouin de Courtenay, Jespersen etc.; but, quite the contrary, they wished to violently force their system [on us], hurry matters up, remove agreement by surprise. In such a way that there now remain only the two conspirators, Messieurs de Beaufront and Couturat -- with the honorable professor M. Jespersen, who because he is a simple scientest notices only the linguistic side of the question, forgetting that in practice matters are more complicated than in theory, and that moral considerations often have a much greater importance that scientific ones (2).
